I want to create a thorough list of countries you can travel visa free on the NWOHR passport and countries that allow you easy visa. I have so far done the following research.
It seems that countries like the Philippines that require Taiwanese passport holders an ETA allow you one as long as you have a valid TARC. - https://onlinetravel.meco.org.tw/
Vietnam allows NWHOR to travel there too. (Just ask me… I used my NWOHR Taiwan passport to go there!
Ireland does as well and you don’t need to apply for a waiver. You can just fly there with your NHWOR passport and get a visa free access on arrival!
The US requires a visa but grants it easily to those with a TARC.
The Schengen visa is granted easily to those with a TARC and it seems that they will allow you to input your TARC on the application for the ETA which is soon to be implemented.
New Zealand also accepts TARC as your ID number for ETA.
Indonesia - e-VOA (they call it e-visa on arrival but it is just an e-visa) no mention of HHR. If you do the e-VOA you can also use e-gate to enter Indonesia and you will be emailed a confirmation of your entry.
The e-customs form however does not have Taiwan on the list of nationalities, you can just select other and type Taiwan.
Overall it seems that if you hold a TARC the Taiwan passport is very similar with the exception of the US and some countries that don’t yet have ETA’s/evisas implemented. However, as long as you have a TARC… you won’t get denied for a VISA. I contacted US immigration and they stated that if you are a naturalised NWOHR with a TARC they won’t deny a tourist visa and it would likely be automatically approved. (Because your TARC gives you right of abode to Taiwan which to them is a ‘low risk’ country.)
