Just to update. I tried a bit of everything (I really wanted this sorted) and what worked for me was: formatting my laptop (I had everything on cloud anyway), a clean new Window installation for Taiwan and in Mandarin and selecting Mandarin instead of English to file. IT WORKED 
And the issue with the exchange rate also disappeared.
Not something I recommend butā¦ if someone else is overseas and desperateā¦
