Interesting. My current APRC doesn’t have that phrase on it.
I’ll be forced into a new APRC with a new number in the Fall, so we’ll see what they put on it then!

I was just at NIA here in Tainan and I was told the notation was only on an ARC or APRC if you’re married to a Taiwanese. I felt like this immigration official didn’t know what he’s talking about. Anyone can confirm because I rather not go to Taipei for a $100NT “Open Work Permit”.

Well, I’ll be picking up my APRC soon, and I’m not married. I’ll find out for sure, but the immigration officer said that the notation will be on my APRC.
Update:Just a moment after this posting, I called the WDA and even the operator knew that my APRC should have the notation and I don’t need to drag myself up to Taipei to apply for an open work permit. So, I kept her on the line while my pizza was sitting on the table in Pizza Rock and ran next door to NIA and the operator talked to immigration official. Short story: I’m right, NIA wrong again. Always keep persistent with NIA if you know you’re in the right. Often they will tell you wrong information. They now will have to order me a new card. I don’t need to be married to a Taiwanese national to have the notation on my card as the imigration official wrongly told me.
So, why is it that you get this and some don’t? What’s the criteria?
If you are a Foreign Professional, Foreign Specialist Professional, Foreign Senior Professional or a dependent of such professional and approved for APRC under Article 14 or 16 of the Foreign Talent Article and not under Article 25 of the Immigration Act.
This isn’t anything new (its since October 2021), the rule has been around for sometime as I had linked also a WDA FAQ previously. Its just there was so much confusion and employers not being able to verify the status if an APRC holder could work or not without the need to apply the WDA separately for the Open-Work Permit card that NIA added the notation to the APRC at the end of last year.
Just as info: you don’t need to go to Taipei, you can send in the application with the required docs and 100$. You will get the OWP in a matter of days. I did it this way because I don’t live in Taipei.
Of course if it is no longer required for those APRC holders with the red text, even better.
not a news that they consistently fuck up in giving information, but tbh work permit not their competence. Good on u that u called WDA, they r the only authoritative source for work permit related info.

I am a retired American, married to a Taiwanese citizen, JFRV ARC for 5 years and then APRC holder for 20 years.
I will never see the happy red printing on the front of my card? I will forever need to get an open work permit to justify my garbage status?
you already have open work rights as spouse of a citizen, don’t get what your beef is about. Just for some different words on your APRC?

So, since my spouse’s name isn’t listed on the APRC, what do you suggest I do to PROVE that I’m married? Carry her around in my back pocket?
All APRC holders regardless of how they got it should have automatic open work rights with the same printing on the front of the APRC. But, that would make too much sense for Taiwan.
Sorry. I want equality for all. But, we’re never gonna get it. Kind of like the renunciation requirement for citizenship for non-basketball stars, et al.
Update: I got a call from immigration in Tainan. They will reissue me another APRC card.
Everyone who has an APRC card, regardless of marriage, can have the red open work permit notation on their card.
I saved myself the trouble. It pays to be persistent.

This matches with what I’ve been told.
I just visited NIA to update my new address on my APRC, I asked about getting my work permit stapled to the new card and they said I could. Great everything tracks with what’s been said. Then I asked about my friend who got his APRC quite awhile ago and they said he would not be able do the same. 
Is there a time gate to this or is she just wrong as the workers are oft to do?
He likely got it through marriage… yes there are many different levels of APRC now. Ridiculous
