No no. It will be cheaper to turn yourself in. To encourage those to voluntarily turn themselves in.

If they find you before you find them, penalties will remain as stiff.

I think its good policy to solve some cases while saving police resources. Especially because some may be afraid cause they may not be able to afford $10000.

Not really worth it, you still get a ban.
Korea had an amnesty and not only did it lower fines it removed the ban on re-entry that normally applies and they had tons of people self reporting.

Here you still get banned so why would someone self report unless you were planning to leave anyway.

Depending on the period of overstay you can get no ban.
Also if it’s over a certain period you can still get no ban if the person informs NIA of the agent/employer who hired them on an overstay visa status.

NIA have announced this program and it seams the news article just seams
to mention the reduced fine part and nothing about the entry ban relief which is also offered by NIA during the program period.
