Does anyone have any experience with, or knowledge about, PerCharter School in Yilan?

A friend worked there for a spell. Owners are not educators. The whole operation has been stripped down and recently they only employed one foreign teacher to teach all classes, a lot of students. Hopeless. It’s not an “American” school in any way.
