I could be wrong about this, but I believe that stadium was built for the Pan-asian games about 9 years ago.
It wasn’t getting much use for baseball, so the EPA put their offices in it.
As for dirty, no more dirty than any other city. As for improvements, I guess all of the nice work on the Forest park, the Spring Lake, the bike path on the old rail line, etc, don’t count as improvments.
I live downtown, but can walk or bike to these places in minutes.
