Plum Blossom Card, Employment Gold Card and Business and Academic Card

For many of criteria for each of these cards there seems to be a lot of overlap… doesn’t this overlap essentially make both the Employment Gold and Business and Academic Cards redundant?

And why is the bar set so high for Business and Academic Card which only allows 30 days entry for purposes other than employment??

It’s a bit like the Easy Card. You can get one with Hello Kitty or one with Little Ding Dang or the one with the Japanese porn star, but the functionality is pretty much the same.
