I think both. Terror and sadism I guess. I see things on my own subjective sliding scale of evil. Poisoning people is high on the evil scale in my opinion; especially when they do not seem bothered if it is fatal or not , but just want the victim to suffer. It seems this way with the “Russian” poisoning attacks whether it be radiological or bacteriological they just want suffering.
It also has the potential to harm many people beyond the intended victim.
I do not think they care or maybe even like that extra terror component as they can get family members , girlfriends etc too
