The video distribution site “Creative Private Room”, known for leaking hidden camera footage, has come under scrutiny due to the controversy surrounding artist Huang Zijiao. Recently, it was reported that the operator of the website has allegedly switched to the instant messaging app Telegram, recruiting new members through groups and continuing to sell sexual images and personal information of victims. In response to this, Zhang Xiuyuan, director of the Department of Health and Welfare Protection, quickly stated that if it is confirmed that the group does exist, they will notify Telegram to assist in removing it. If it is not removed within 24 hours, they will proceed with “restricting access”, which will result in all of Taiwan being unable to use any Telegram services.
Understandably pushback would be low since nobody uses telegram here, but still feels weird that department of health and welfare would have any power in this case.
Hands off the least cancerous “popular” instant messaging app out there please.

Taiwan has no totalitarian firewall to block anything meaningfully. Deep packet inspection - Wikipedia
They could probably instruct ISP’s to block DNS requests to Telegram API, which can easily be solved by using any other open DNS service.
