You guys really haven’t lived in 3rd world countries. We have frequent power outages, like weekly, that last for hours. Heaven forbid a major natural disaster, that would be months. Even more now that most public services have been privatized.
Water is a terrible scam down there. You cannot get reliable service not reliable readings. Your bills will made up by some random algorithm, not reality. It is profit for the company, which gifts water as priority to multinational corporations. And don’t get me started on quality.
Best of all, complain about any of these and they might find you with a few shots in the noggin … If they find you.

I have told you guys how long it takes for a crew to show up and fix any damage to the lines? We live in an old neighborhood and I am sure the light poles were put by the Japanese - they are wood, for the love of Tokyo! Power goes off - a branch fell on the line, a transformer gave it’s last breath in a rain of fire, whatever- takes about 10 minutes, 15 tops. Repair may take longer, if they need parts, they go get them and come back. Your ice cream won’t melt nor your drinks get hot.
You may or may not know… that “blackout” has now resulted in many many shortages. The plastic filler inside the cushions of couches. No more. I know this for a fact. Can’t find it in the U.S. You want a couch for Christmas in the U.S., you better order it now.
Sherwin-Williams? Makes paint, right? Shortage of paint in the U.S. now.
Why? That blackout froze their paint. Cannot thaw it and make it good. Inventory toast.
So, blackouts do matter.
I believe the big criticial factories in Taiwan have backup power .
It counts as one occurrence in my book. There haven’t been enough rain this year, least in decades which means no hydro anymore. Add the massive and unprecedented increase in chip production and I still think it’s one mistake. They didn’t anticipate the drop in generation from climate change and the increase in demand. Takes time to build new power plants, if this happens again once the rain season starts then it can be considered a trend and a systemic failure.
They did anticipate the surge in demand. That’s why Morris Chang of TSMC publicly warned about Taiwan’s looming insufficient power supply…years ago!
Btw…you can blame Tsai for this…shipping nuclear back to the US in the middle of a pandemic.

It costs a lot to build a power plant and regulations. AFAIK, only TaiPower, state run, supplies power. Just like how Taipei is currently forbidden by it’s own laws to buy Sinovac vaccines.

I can prove it right now if you wish. I can go to any tap and reasonably expect it to work. I can go into any store or office or house and expect the lights to go on.
The greater problem with public health measures tying up identities is trying to get people tested in the first place.
