Yes.
Those aren’t exclusionary choices. You can get by with Mandarin anywhere in Taiwan, but you’re still going to hear a lot of Minnan, especially in the rural south.
Are there any circumstances where learning Taiwanese would be recommended? Sure. But not yours. Learn Mandarin.
