Primary School without ARC

We’re Taiwanese NWOHR Passport holders moving to Taiwan.

Is it possible to enroll our kid in primary school in TW but without an ARC (not yet, still in the process of getting for all of us)? I’ve backread some threads and messaged OP in those to see how it went for them. Started a new one here in case there’s updated info on how these things go.

Is it possible to do this and what are our options? We’d prefer public schools that are billingual but also open to anything as we know the lack of ARC is a big hurdle to overcome.

We’re looking at getting ARC through employment but that might take a while. We have our current online/work from home jobs for income until we get ourselves ARC and then an ARC for our kid.

Appreciate any help. Cheers!

Not an expert on this, but why not apply for a TARC or get household registration directly (if you qualify)?

Waiting for a work ARC sounds unnecessarily complicated in your situation as two nationals.

Hey, thanks for asking!

We don’t qualify as we don’t have any parents who have household registration in Taiwan. We got Taiwan NWOHR passports long ago as an Overseas-born Chinese.

So it’s the long route for us to either get ARC through work or 5 year stay.

We want to stay long term in Taiwan as early as possible (to get the ball rolling on 5 year stay) but the hurdle is our kid’s schooling.

Unless I’m missing something, would love to be proven wrong, and there’s a better way for us to get TARC, HHR, and schooling for our kid? Always open to suggestions.

Did they ever have HHR?

If so… You’re now eligible for your ID card as the law has changed.

Our parents are also NWOHR. We really wish at least one had HHR as it could’ve made everything easier with the new law.

But at this point, we’re looking at every option for schooling as we don’t want to delay moving but at the same time can’t pause his education as well.

Just to double check: They never had HHR? Even if they had it in the past but it has expired since, that would still make a difference.

Thanks for double checking. Yeah, both our parents never had HHR.

We all got out passports, parents included, via the Nationality Act. Prior to 2000 amendment considered all people of Chinese descent to be nationals of the Republic of China.

Really really wish they had HHR. Taiwan government made it so easy to acquire passports before 2000. But now it’s so difficult to get on top of HHR.

Any chance you can qualify for a Gold Card ARC?

That would give you an ARC not linked to your employment. If one of you can qualify, the other one could be able to get an ARC as a dependant.

We’ll review this again. But last we checked, we aren’t qualified. We’re just ordinary people with boring jobs :smiling_face_with_tear:

But we aren’t giving up. Just need to find a way to get our kid enrolled in school and we should be good to take further steps forward.

Certain types of skilled work can let you apply for a work related TARC and you spend the 1,2 or 5 years then get on the HHR.

If you’re doing that 5 year stay, I guess you can see if local schools allow NWOHRs to enroll in order to apply for a education related TARC (no clue on this).

The work related TARC is a much better option if you can get it.
