Q - Call Collect to Canada

Does anybody know whether there is a special number for calling collect out of Taipei, using a cell phone. I tried the advertised English operator (100) but that number seems to be out of service, or at least that is what
Far East Tone says.

I used to call the Canadian Operator. Not sure of the number anymore.

This number will get you the Canadian operator, so you can call collect.
