Query on NHI reimbursement of overseas claim

We reside outside of Taiwan & have own private local medical insurance policy. My kid has a Taiwan household registration along with NHI policy. She was recently hospitalized for pneumonia and the costs were mostly borne by the said insurance policy.

Given the above, is this claimable under NHI as an overseas emergency situation /hospitalization?

I believe it is, but I also believe the costs cannot be claimed if you have private insurance, and have already made a claim with them.
