Rant: Telecoms are super annoying here

Is it like brownie points? Lol. This place. Seriously, what is a quota? Do they have a certain about of points or each demerit they get adds up and something happens at a certain level?

Institutions like banks, telcos, insurance etc… all have government instituted complaint mechanisms. FSC, FOI and telecommunications ombudsman etc… each complaint against a specific company is like a strike and the one with the most gets more attention thrown its way… (not desirable)

Also a case that requires mediation is like a golden cross and looks really bad

When a branch accumulates 10 complaints in English against it by foreigners, the National Development Council awards it one of those “bilingual branch” plaques to stick outside the door.

Government jobs are called “iron rice bowl” for a reason.

Barring criminal conducts they can’t be fired for almost any reason.

It’s also why seemingly simple/menial jobs have huge amount of applicants per opening, and ridiculously hard tests that have nothing to do with the jobs, and rounds of interview to reduce the 1000 applicants/job down to a few.

I’m not sure how closely this relates to @Mataiou’s NCC complaint (did that go any further?) - maybe not very much - but I just got Chunghwa Telecom to accept me using my APRC as my primary ID rather than my passport.

I’ve had a prepaid SIM with them since 2016, which I opened using a passport that long since expired but I never got around to updating. The only real consequence of this has been that whenever I’ve topped up online I’ve needed to find and enter my old passport number.

Anyway, I finally got around to updating it today so took in my passport and APRC to a Chunghwa store, and they spent the first 10 minutes or so insisting that foreigners could only use their passport as primary ID, meaning I’d need to enter that when buying credit and go to the hassle of updating it again in 2028 when I get a new passport.

Not a massive inconvenience of course, but I suddenly remembered this thread and @Mataiou’s NCC complaint (which I’d misremembered as against Chunghwa not Taiwan Mobile) and decided to push back a bit, just for fun. So I mentioned the complaint to the staff, showed them Article 77 of the Whatever Act, and said I’d be filing a complaint too. After some discussion between the four staff members there, it magically became possible for them to use my APRC number instead. (For some reason, they also needed to take a photo of me when I registered with my APRC, but wouldn’t have needed to if I’d used my passport. :man_shrugging:)

Anyway, little victories… :upside_down_face:

that’s expected since the APRC is directly mentioned in the regulation, their smooth brain, after some kickstart, decided that “well, it’s written, so it should be ok” and did.

ARC is not even mentioned… that’s the frigging issue.

I’m still counting it as a little victory, because they’d initially told me it wasn’t possible for foreigners to do that. :roll_eyes:

Recently I got a running Chunghwa Telecom contract, that was used by our family, changed to my name. Had to argue with them to get it in my name without guarantor/deposit.

I went on to fight CHT today to change it to my ID number instead of passport number. Why? Because I want to use Real name verification 實名驗證

註冊中華電信會員帳號並完成身分證號設定後,即可成為中華電信實名會員。i.若已擁有中華電信會員帳號:請前往「我的服務中心」,登入後至「我的帳號」依指示完成實名驗證ii.若尚未擁有中華電信會員帳號:請前往「我的服務中心」,依序點選「登入」→「立即註冊」,依畫面指示完成帳號註冊與實名驗證。

This is one easy way to verify your identity to some (government) websites.


Before this form would always spit out an error

In the beginning they did not know how to do it and said this is not possible. I pointed out that I know somebody who changed it. They could not do anything because no higher manager was in the shop and they had no clue.
I contacted @Andrew to get the details on how he did it. With this info I want back and they also were able to get hold of their manager by then. Now it was just a matter of 5 minutes to finish it.
It is basically just an information change of the passport number to APRC number.
In the end I didn’t even need to threaten them with a complaint.

Now I have a CHT contract without deposit/guarantor and it uses my APRC ID as identification. :+1:

They will lie to your face simply because they don’t know the process.

I tried to change mine to my ARC number before my naturalisation was complete .

They said no. “When you have a Taiwan passport just bring in both passports and we will change to the Taiwan passport number.”

I said how can I do that when your law requires me to renounce my former nationality.

They still couldn’t see logic and just said OK just bring your TW passport only and we will change the number to that…. How will they verify I am who I say I am? And still want to use passport number instead of TARC

I gave up. Will see what happens when I go back to Taiwan in May

Anyways, from ppl I know at the gov, they tried a gentlemen approach to the NCC about this, those mofos (coz mofos they r) couldn’t be asked, even by an official enquiry of a gov agency.

It will need to be a policy change from what I understood, and those require time.

For reference, I had to do this at CHT :slight_smile:

Required my long-since-cancelled passport from when I very first opened the account more than a decade prior, and my shiny new TW ID.

They pretty much said if I didn’t have that super old passport, it would not have been possible :slight_smile:

CHT Policy is that APRC holders are not supposed to be asked for a deposit or guarantor. I advised my manager that many small offices seem not to know the proper policy. Anyway I sent him this thread to read.

Is that policy written down anywhere? Their FAQ doesn’t seem to distinguish between APRC holders and other foreigners, for instance:

CHT demanded a deposit from me to get a cellphone contract for my son last year. I have twenty years of history with them and have had cell plans from them without a deposit in the past. They didn’t care. I went down the street to 大哥大.

In their HQ and also I know it is in the main HQ office in Chiayi city as my Hinet personal manager has told me this.

CHT is shit. I gave up on them years ago after forking out for over ~15 years. Unless you live in the sticks or camp a lot (they do have much better coverage) there are better and cheaper options.

As a side bonus to this ID number nonsense, I topped up my phone credit today and got NT$100 free call credit again for counting as a new account because they’d reset my ID number. :slightly_smiling_face:
