Recommendation for scooter insurance

I’m about to buy a 150cc scooter. I’ve read I need to buy a compulsory insurance. Do I need to buy it before trnasferring ownership at the DMV?

I’m also planning to get third party insurance as well. Any recommendations on good insurance companies to buy both the compulsory and the additional insurance?
