Only in Taoyuan at the moment and if it requires an ID number then it likely will not work as ARC numbers were removed from all police reporting systems in January 2019, only Taiwan ID’s are accepted.

Any of the police district reporting sites, the highway police, police reporting apps.

Might do, wouldn’t hold my breath though. Up until Jan this year there was actually a special check box for “foreign residents” so the ID number would pass the check, it was removed.
