Just an update for whoever cares:
The Ministry of Foreign Affairs (MOFA) just charged me NT $ 4,400 for a resident visa (upon application) and the waiting time is approximately 11 days. My passport is from the U.S., but other people there from elsewhere seemed to be charged the same.

I just went to get my resident visa today I had to pay 3000 NT$. I saw a sign when I payed that U.S.A citizens have to pay 4,400 NT$. Although I was initially told that the visa would only cost 1000 NT$. So I guess whoever told me was wrong in that. Anyhow my visa will be ready on the 15th of July and today is the 6th.
