I get it so far. White, you can park. Yellow can park at offpeak hours. Red, no parking. These, I get.

Sometimes unloading/loading only, sometimes disabled only, sometimes EVs, sometimes families/pregnant ladies. You have to check the sign to be sure.

Blue is the line painted on a road to denote the shortest Marathon Route.
Somehow I don’t think its the case depicted in the photo though.
