I think most public sport centers do. I sometimes go to the one near me and enjoy it.
Going to fitness factory on 健康路, sauna is fine (around 72°C stable most of times), the steam roam fine too depending on the tine of the day (like when is at 44°C). No dipe tubs, just have cold shower afterwards

That seems to be okay for the wet sauna, but I feel the temperature for the dry sauna should be higher. As for the cold dip pool, if you have one with refrigerated water, that is just heaven alternating with the hot sauna.
