Scooters and no blue card

I am looking to buy a scooter. I have found one I like but the person says there is no blue card or insurance. How can I get a blue card for a scooter that does not have one if it is at all possible. The person is selling the scooter quite cheap and says that because there is no blue card that is why it is so cheap. Will I be buying a potentially stolen scooter? Should I stay away from transactions like these?

[quote=“stare”]Will I be buying a potentially stolen scooter?[/quote]Yes, or a “foreigner” bike that has been through the hands of a lot of foreigners, been mistreated and has racked up numerous fines and violations hence is liable to be impounded by the police without notice at any time.

You need to find the registered owner. If the owner is a foreigner who has left the country, you need to go to AIT and varify the person has left and also obtain a letter of consent from the ownen, including ARC or ID #.
You basically need to prove the person left and is not coming back for the bike.
