Did your parents emigrate from China? Since 2002, it is no longer possible to obtain a ROC passport through Chinese ethnicity alone. The applicant has the burden of showing descent from a ROC national.

I live in Miri, Sarawak, Malaysia. I am the permanent resident of Malaysia. I don’t have passport. My parents were born in Malaysia. My grand parents were born in China.
So your parents have Chinese or Malaysian passports?
What documents can you use to prove your grandparents’ Chinese nationality? Were you born before or after 1980?
If your grandfather had documents proving he was a Chinese citizen before 1949, then you could do it. The passport he used to travel to Malaysia, for instance, would be perfect.
