That immigrants can swap a Taiwan license for a Swiss one is not news. The one proviso is that you apply to convert it within six months of receiving your resident permit. AFAIK non-residents are not able to apply for Swiss licenses, regardless of where they are from. This was certainly the case a few months ago.
BTW, Swiss roads have their own nutjobs. The Swiss version of Ah-huang is of Serbian or Albanian descent, wears a wife-beater and drives a BMW or Audi with a subwoofer, a bad engine and 19" rims. These characters have now replaced the sons of farmers in Golf GTis and Mantas as the local menace on wheels. Compared to them, the Taiwanese are easy to deal with.

Euh … it’s getting even worse … with a Swiss drivers license they can drive throughout Europe …

Luckily we’re safe here in Taiw–
Euh … it’s getting even worse … with a Swiss drivers license they can drive throughout Europe …
With a Taiwan license and an IDP they could anyway. Nothing has changed, except for the fact that the Swiss cops could take their license away instead of just fining them on the spot.

I wonder how long it will take the Taiwanese kids to work out that Taiwan-issued IDPs allow you to ride any motorcycle up to 400kgs even if the only motorcycle training you ever had was riding in a straight line on a scooter. Oops.
