Where can I conveniently report broken traffic lights?

I guess the hotline 1999 takes such topics, but how to “conveniently” report several such things? How do I easily describe to them the exact location? I didn’t find numbers or something like that on the traffic lights, only something like addresses in Chinese. I would hate to try describe based on addresses that I can barely read.

An email address or even app would come to mind, where one could send such info simply with GPS coordinates and maybe a photo?

Just wondering that the other day as I sat trying to avoid getting a flicker induced migraine. Most of the street lighting around my area has individual serial numbers with a phone number to call if one is out.
