Long story short i hold two passports (Philippines and USA) and currently qualify to apply for naturalization. My ARC was done based on my Philippine citizenship since it can be reacquired fairly easily. Based on information from this forum I confidently walked in to the Daan household registration office and requested to take the naturalization language exam. The lady in charge of naturalization told me I am required to renounce ALL my citizenships, not just the one on my ARC. Needless to say after years of waiting to qualify I am completely dejected. I requested she check with MOI and she said no need because she had seen a similar case with an Israeli American dual national. Can anyone help me out here? Are there any clear cases where a dual national was able to naturalize renouncing only a single citizenship?
I can still follow through with the naturalization process and only submit a single renunciation and see what happens, but I donāt want to go through the hassle only to be rejected

AFAIK the law does not specifically say that all citizenships have to be renounced (lawmakers havenāt thought about someone having multiple citizenships
), but that seems to be the interpretation of the MOI.
Government officials have been wrong before e.g. blocking gay marriage for people who canāt legally do this in their home country. Challenging that is long and costly through the court systems.
The renunciation is pointless in many cases as several countries allow to regain it fairly easy. Some regain their other citizenship before naturalization process even starts. lol
Or like Japanese government that does not allow to renounce if you want to do it for the purpose of Taiwanese naturalization.

Also the HHRO still cannot stop you from applying. So tell her to shove it, submit your application and single renunciation certificate and Iām sure it will all be fine. His/Her one and only job is to submit the documents to the MOI.
I raised an administrative appeal against my HHRO cos she refused to submit my application to the MOI on a power trip.
My dadās now wife lost her Phillipines citizenship when she naturalised as Australian decades ago. She recently got it back as she wants to buy property in the Philippines. She didnāt really go through the details but it sounds simple and was a single visit to the consulate I believe
If MOI officials would claim/suspect a person, who wants to naturalize, to have some other citizenships (which they might not have), then they would be able to block naturalization for them as there is no way to prove one is not a citizen of some ārandomā country.
You can change your ARC to the nationality you want to renounce, renounce that one, they would know you had 2 citizenships but only care about the 1 renunciation.
I donāt know anyone who has done this personally but there are stories dotted across forumosa and the internet ![]()
I personally advised someone I used to work with before and he did this. I have also advised others who have also done so.
She is wrong. Also she cannot know how many other citizenships you have unless born in one country with multiple citizens of others.
The lady at HHR said she could see on my record that I am a USA-Philippines dual national. It was written on my Philippine marriage certificate and several other documents submitted when I got my ARC. My birth place is also shown as USA. Is there a hotline or person to speak to at MOI that can make an administrative determination on this? One caveat to moving forward with naturalization and renouncing my Philippine citizenship is I need to show my Taiwan naturalization document to reacquire Philippine citizenship. Would really suck to not get Taiwan and also lose Philippines
Another member here just applied⦠he was born in NZ so has NZ and Australia citizenship lives here on Aussie passport on ARC⦠staff says ok see you are born in NZ⦠no probās just renounce the the Aussie only

It doesnāt matter. You might just want to avoid the one where this HHR lady has an eye on you for some reason. Some Taiwanese can be a bit āracistā and/or on a power trip. It takes some effort to put them back in their place and force them to do their job. Might be easier to avoid.

She was actually quite friendly and helpful. She went over the āHigh Level professional naturalizationā route in detail which does not require renunciation and printed several documents for me to review. It was actually her helpfulness and certainty that itās canāt be done that made me believe her. Would love to hear from someone that has actually gone this route

I had one tell me with great certainty that I could not sign a power of attorney for someone to collect my naturalisation certificate on my behalf. Total nonsense of course
