When was the taiwan identification number started for its citizen?

Is the house hold and taiwan national identification number is the same year in the 20th century?coz there is some thread here that they have a household long time ago and born in taiwan but dont have a taiwan id?

House hold and national identification are two different things. However, you can’t apply for a national ID without a proof of house hold registration.
