I’m trying to finish up my Taiwan Scholarship application materials, but the form I’m filling out seems catered toward degree programs, as it asks Mandarin proficiency and the checklist at the end includes proof of Mandarin proficiency. I’ve sent an inquiry but don’t expect to hear back until after the holidays. Wondering if I should just skip those parts or if there’s another form. Thanks.
If the form is asking which course of undergrad, master, or doctor you will take, it is for a degree progrm. If not, it is for HES.

Thanks. Originally, I only planned to apply for HES, but this suggests TS can also be put toward language: http://tafs.mofa.gov.tw/SchDetailed.aspx?loc=en&ItemId=15. Hence my confusion.
