You can’t apply for a work permit yourself. You need to find an employer first. Most likely you would then need to leave Taiwan and apply for a visa overseas.

You do know that you should be permitted to legally work 20 hours a week as a student? Is that not enough for you financially?
My salary at the restaurant is only 17k NT fix and not by an hour 
even when I go there on holidays its not double pay or not paid its just fix 17k NT
It appears you are working under the table. This is illegal and will get you in trouble/deported when you get caught.
The restaurant owner is exploiting your situation to get cheap labor.
Try to find a legal job with at least minimal wage for 20h/week.
minimum wage 183 TWD * 20h * 4weeks = 14.640 TWD/month

Do you have a work permit? Otherwise with a student visa one can only work 20h per week.
We assume you are not Taiwanese.

what i mean is working permit as a worker and not a working student
On a student visa, which you currently have, you can’t work full time.
You want to change to a work visa? Have a look on the forums, there is a lot of information how to get a work visa to work full time.

we didn’t know that this restaurant is illegal, at first when we are part timer there, they are paying 183 per hour and when they ask if we want to work there we are 140 per hour NT and when we try to go on holidays its not paid and they said its fix 17k
I just really dont know what to do since its very hard to look for a decent work who pays minimum, they are looking for someone who knows how to speak mandarin

Don’t agree to work more than 20h per week and ask for minimal wage of 183 TWD per hour.
They might fire you, then just find a legal job. Don’t let the restaurant owner push you into illegal work. You will have much bigger problems and get deported. The restaurant owner just gets a fine.

She is also suggesting to work there at the restaurant in summer vacation the pay is 30,000 NT is it still illegal?
