The 1 year jail term starts from the date of issue of the TARC.
After the renunciation step is cleared, before going to HHR office to get HHR and Taiwan ID, one needs to go to NIA and provide them with health check, etc. Does this need to wait until one year passed?
Yes! One year must have passed before you can go to the NIA to apply for the 定居證 as they will be verifying the date of issue on the TARC before they take it away. You can do the health check a week or two before going to the NIA as the Health Cert. has a validity of 3 mths. I wrote about it here.
