1)what if The taiwanese national without national id. His/her country didnt have same sex marriage?
Unless the law has changed it needs to be reciprocal - his/her country needs to allow same sex marriage.
easier thing to do is just become a citizen and get an ID…

My best guess is that if you don’t have a household registration you’ll be treated as a foreigner for this purpose here, and not be able to marry. As suggested getting an ID would seem to sort that out. I’d call up the household registration people and ask
