Your question is a bit vague. Do you mean she is attending a university (language school) in Taiwan that is not recognized as being an approved school for visa issuing and extending? Or do you mean her University back home was not recognized for her work permit?
If it is the 2nd: This magical legendary list of schools is yet to be seen by the eyes of the general foreign public. It is best to know the following:
Long Distance Degrees are not accepted
Internet Degrees are not accepted
Smaller community colleges have been known to not be accepted (there are exceptions)
Try calling the right governing agency in Taiwan before applying and tell them the name of the school in advance. Might help.
Also, what country is your friend from? What University did she attend?
