It’s 2020, I always give them the benefit of the doubt and go with English.
Never had a problem.
Cats too, although my communications with them are pretty much limited to “Fuck off”

My two taiwanese cats I had understood english, mandarin and taiwanese just fine.
My american cats only understand english but the wife is teaching them indonesian.

I once went to this horse riding place in Taipei. And the horse I was riding only understand mandarin because when i spoke to it in english he stopped dead in his tracks and bent his neck as far as he could to take a good look at me…A FOREIGNER !!!

I just speak Catonese to my cat.
They seem to understand it fine.

We both need to be reminded that someone who looks Taiwanese to us might not be. And vice versa.
If you want to talk to Taiwanese cats you will have to speak in Catonese.
If dog you will have to speak Dogonese.
