There are plenty of 早午點 around. I’m at a 里歐 chain brunch place right now.
If you mean specifically Western style, I know of Hotcakes (just realized Hotcakes is on vacation until March 10th), Chop House, and Debbie’s off the top of my head.

We did TGI Fridays near the new library. They open at 11:30am.
Chicken breast plate was okay nothing special I think my favorite part is the smashed baked potatoes they call them mashed potatoes but they’re smashed potatoes with skins on it was the best part the best tasting thing on the plate.
