In my experience trying to enter Taiwan, they way they stopped foreigners from entering was by not issuing any new work visas. I had my contract signed, work permit issued from Ministry of Labor, but the local TECO was instructed to halt all visa applications until the COVID situation “stabilized” and the borders “reopened” to general tourists. So the only “work visas” that could enter Taiwan during that time was essentially people who had already been in Taiwan for a while and had an ARC, who could leave for holidays or what not and reenter. But NEW foreigners would need “special approvals”, whatever that means. I wasn’t special…
