I just went by a hot tub / hot springs (I won’t say exactly where, but near Taipei / New Taipei), and there was a bare breasted woman (Taiwanese looking) sitting in there. Water mostly covered her breasts.
Is this considered normal? The hot tub was public. Not on the side of the road, but definitely accessible by many others.
There was one other woman nearby in a tub.
I was going to go to the hot springs, but decided not to because I didn’t know the etiquette about topless and mixing genders.

I will admit the possibility it was a strapless bra or swimsuit. Age based on face and drooping of breasts suggested no. But water covered the nipple.
Japanese onsen culture can sometimes have nudity, but often sex segregated. Hence, I didn’t go because I thought it was more likely the woman thought it was woman-only (or it actually was woman-only for that hour and I didn’t read the signs right; i have seen men there before so it is mixed gender sometimes).
In some countries, they have made bare-chested women allowed always (aka “free the nipple”) or in rural villages topless is uncommon but no big deal.
I wasn’t offended. Just cautious and surprised. I am not in Taiwan much.
