There doesn’t seem to be any definition yet of what a “return visitor” is. What about someone who last came to Taiwan two years ago? Five years? Ten years?
Or someone who was previously there on an ARC and might be willing to go back for that 8k?

So present s foreign passport at the airport and get that ? Or you need a tourist visa ?
