So long as Congress has not incorporated the territory into the United States, neither military occupation nor cession by treaty makes the conquered territory domestic territory, … but those laws concerning ‘foreign countries’ remain applicable to the conquered territory until changed by Congress.

Could that be used as the basis for extending civil rights to all “the people on Taiwan” as defined in the Taiwan Relations Act?

Free trade agreements (FTAs) are often seen as a cure all for Taiwan’s trade requirements, not least with the United States. But there are problems. For one thing, the term “free trade agreement” is not strictly correct, because what they bring is not free trade but a form of managed trade. Both parties, not least the U.S., will ask “what’s in it for us?”
