US Free Trade Agreement Negotion Team Coming to Taiwan
Deputy U.S. Trade Representative Karan Bhatia is likely to review the island’s entire trade relationship with the U.S. – including the possibility of a Free Trade Agreement (FTA) – during a visit here next week, the U.S. unofficial ambassador said yesterday.

Bhatia, who will be accompanied by assistant U.S. trade representative for China Tim Stratford, will visit from May 24 to 27, in the highest-ranking visit from a U.S. official in six years.
This may be the last opportunity for years to come to negotiate civil rights for “foreigners” in Taiwan.
If anyone has any input now would be a good time.

If you want to do some petitioning, here is an Open Letter to Representative Richard Pombo which might be useful for reference.

So long as Congress has not incorporated the territory into the United States, neither military occupation nor cession by treaty makes the conquered territory domestic territory, … but those laws concerning ‘foreign countries’ remain applicable to the conquered territory until changed by Congress.
Could that be used as the basis for extending civil rights to all “the people on Taiwan” as defined in the Taiwan Relations Act?
