Usability of Taiwanese credit cards online while abroad?

With TW Mobile, never had issues in receiving SMS abroad. The restrictions on sending SMS abroad is not on the receiver, mostly on the sender.

I asked Chunghwa a year ago and was told it isn’t possible on a prepaid plan, and that there’s no solution like paying a deposit to allow overseas use either. It was also discussed in this thread:

I have my Taiwan phone number linked to a few banks, brokerages, and other sites that require SMS 2-factor authentication. This becomes a minor problem when I am abroad for vacation or work and cannot receive SMS on my +886 number. I am worried about being locked out of important services like my bank if I cannot receive the SMS code to login.
