Looks like it’s supposed to be a moxybustion centre. Apparently you needed shower facilities for washing off the customers. Why you would want to go to a cafe with that theme I really can’t say, and don’t want to speculate.
Yeah it’s obviously cupping. No idea why the model of the guy has such a weird posture or is balanced on his gut, or why there’s a need for a bathhouse-themed cafe. 
Quite common in China. The “bruises” look pretty unpleasant though (some images here for anyone who wants to see).

I’m the exact opposite. I would love for Chinese people to call me waiguoren in Taiwan, even if I was born here.
They call all non-Chinese
that in every country they naturalize or immigrate to.

Because I would call them waiguoren in China even if they were born in China, except that I won’t go to China.
