Many banks (or at least branches) in Taiwan will actually require an address in your “home country” to open an account. And many won’t easily accept the response that you’re not a resident of your “home country”.

Also, this new EU law lacks any kind of safeguards for the bank (unlike FATCA!) when they can reasonably assume that you’re not an EU resident. So if you simply lie on your application form and don’t disclose EU resident (or become an EU resident later by moving back), the bank will still be in trouble… I wouldn’t blame the bank to put a blanket ban on all EU citizens (and holders of any kind of EU residency visa) because of this…
