I need a web site designer and a web host for my upcoming web site. I am not sure if the free services would look professional enough for my future clients.
I need English language (at an intermediate level) customer service and good site maintenance. What I mean is, I want to be able to call someone if the site is down and get it fixed fast. I want a designer who will listen to me and design the site I want, not the one s/he wants. I want a reliable hosting service. I don’t want to pay a lot.
A lot of dynamic content like a forum or comment options?
Or more a site representing a sales or service business.
I’d recommend you learn some basics like css and HTML.
If the content management system (CMS) lets you manipulate those two things individually, you are pretty much all set.
Where do you want to host the site Taiwan, USA or somewhere else?
Do you want Macro-media? Most clients want something flashy, cause they don’t know how much it sucks in the search engines.

I don’t want anything fancy, just crisp and clean. I want to have a landing page, Chinese and English language options, and about 6 pages in each language. I want them to be able to leave a comment / question - “Contact us”. Most customers should be in Taiwan or the region, but there will be other hits. That’s all!
I was busy in Europe in the summer of 2012 and seem to have missed this thread at the time, so my reply is probably too late for BigJohn. But since this might be useful for others in a similar situation, i’ll blow my own horn here: i have set up and currently manage websites in several countries, including Taiwan, and my internet business is of the low-overhead type (no physical office etc.), so i am affordable (even for expat English teachers)… (see my sig for details)
