Do you recommend to study at Wenzao Chinese Language Center?
Are you near there or like Kao City that might be a reason? NSYSU seems nicer choice and location by the beach and youth hot areas. Taipei is bigger city though not as youthful, but as lots of culture.

Really depends on the teacher. I did two semesters starting from the absolute beginner class. Each semester you have two teachers, one I had was incredible, the other one was useless and made me want to rip my hair out. I ended up skipping most of her classes in the end and I had her for two semesters in a row.
I think it’s luck of the draw. I was working in addition to taking classes and the pace was too fast for me but if you are just studying you should be alright.
