Western Union is a worldwide network providing fast (instant) and reliable cash transfers without the necessity of a bank account. In Taiwan the United World Chinese Commercial Bank, acts as their agent, with over 70 locations. Hours are 9:00-3:30, Mon.- Fri. Check the website www.westernunion.com or a local telephone book/yellow pages for the nearest agent.

Not so expensive compared to a T/T, in which you pay to send the money and then often the receiving bank also takes a cut.
I just Western Unioned US$15 to Ulaan Bator. It cost $15 to send it, so I spent $30 to send $15. But I could not have wired $15 to them; by the time the intermediate banks got their cut, the recipient would have received nothing.
There’s always the option of good ol’ mail. I’ve done things like use NT to buy USD Traveler’s Cheques and mail them to my US bank for deposit. Haven’t lost any yet.
