Roaming is activated on your phone, Sim settings. I guess you could probably buy the Sims in bulk somewhere. Pre paid that is.
Some telecoms require that roaming be activated on their end as well. They may use another term for it, but it amounts to the same thing. Also, a SIM won’t work in Taiwan unless a local and the foreign telecom have an access agreement.
