Not Yanping Park. I took the picture myself so I know the exact place.
Sea of Flowers? Unless you want to call it the Dihua Sports Park (which is part of Yanping Park).
OK. I just saw the link you added and that is indeed the place. However, Yanping Park is south of Taipei bridge. The Sea of Flowers is north of it, near the freeway bridge actually. OK, another cup of joe to the Doc!
Edit: The lower right hand map in your link shows the exact spot of the sign.
