I think you’re thinking of sashimi. I’ve seen tons of tuna sashimi. Just a boring (IMO) slab of raw fish. While specifically spicy tuna would earn bonus points on a find, just looking for plain ol Tuna sushi.
Are you sure Sushi Express has it? I’m not saying you’re wrong - I’m questioning my own memory haha.
If you could provide pictures of what you are after that would help. As has already been posted seared tuna is readily available. Tuna rolls not so much.
Sushi Express definitely does, and pretty much any restaurant that has sushi, I guess. It must be the single most popular type of sushi. I can’t see why there would be any confusion about this, but I mean:

Tuna sashimi is fish, tuna sushi is fish on top of rice. Any place that has tuna sashimi, will have tuna sushi, unless they are not a sushi restaurant and are just throwing raw fish out for some reason. Seared tuna is available at decent sushi or Japanese restaurants.
Which one of these 2 tuna are you looking for? Spicy tuna is usually neither of these, it is usually a roll or maki or something similar.
This is the place you want: NCI Sushi. NCI stands for Northern California Inspired. They’ve got seared tuna, decadent rolls, everything. Check out their menu. They’re a little pricey, but it’s worth it if that’s what you’re craving.

Seconding this. North American style sushi is pretty unusual in Taipei - by which I mean all the mashed together rolls with a big mix of ingredients. I’ve been to a couple of other places that have since closed, and NCI Sushi is the only remaining place I know of that has a big range of those sorts of sushi rolls.
I guess that “seared tuna sushi” is one of those rolls, like dynamite rolls and California rolls and whatever else.
I don’t mind in the North, but I strongly disrecommend both Sushi Express (not fresh) and one restaurant that skinned me for NTD750 and still left me hungry. I did know the prices, but my stomach was emptier than my wallet.
