They don’t let just anybody be an expat these days. We had a thread along those lines a while back:

So, in your opinion is expat an elitist word? Its literal meaning is simply someone out of their country, but do we ever actually refer to non-white racial groups as expats? In Taiwan, there is even snobbery among would-be western “expats,” with some saying the term is only meant for those foreign hires on cushy packages. I guess one day there may be a conversation like this:

A: Look at those cows.

B: Those aren’t cows.

A: What are you talking about, man? I grew up on a farm! Those are cows!

B: In order for those animals to be cows, the farmer who owns them would have to make US$100,000 or more per year and have a contract with a major dairy or meat company. I happen to know that the farmer who owns those animals is a freelancer making only US$50,000.

A: Well, then, what do you call those mooing, horned, grazing, bovine-type critters?

B: I don’t know, but they ain’t cows. They ain’t got the cachet for it.
