Why do some people receive tax letters and others don’t?

When my wife was still working, she used to receive letters every year to submit taxes, and she would scan the QR code on the letter to confirm and she was done. But not everyone receives these, her brother at the same house did not, and I have also never received one of these letters. They seem really convenient.

Does anyone here get them, and does anyone know why some people don’t?

My wife thinks only simple cases get the letter, while more complicated cases are forced to do it manually themselves either online or in person. Not sure if this is true
