Besides anything that’s already been posted on this thread, it doesn’t even cost the company anywhere near 100k to do your training, so the fact they’ve said it’s 100k is obviously to scare the teacher not to quit. The contract was obviously put together by Taiwanese management who need to be fined themselves for such ludicrous terms.
As you haven’t started work yet, like others have said, there should be no fine you need to pay. Even if you just cut contact from them I don’t think they can take you to court over this!
Don’t fall for this and don’t pay them back a penny.
