The law is you need to file a return if you are in Taiwan 90 days cumulatively in a tax year. You don’t need to be a resident or have a work permit to file and pay whatever you might owe.

that is a tax resident. The person is taxed as resident regardless of whether the person has a residency in Taiwan. Even a citizen can be treated as a tax non resident, if the stay is less than 31 days.

You won’t find it. They’ll take the tax from you as long as you go there and pay it. They don’t seem to consider themselves to be in the business of checking your legal right to work or other credentials. Also, an organization may pay withholding tax on your behalf without doing so.

The fact that you paid the tax may later be used by other government organs as proof that you have worked illegally, however.
